The pump has water seals around the impeller shaft which keeps the water inside the pump and hoses. If these seals fail, water can come out from around the pump shaft or more commonly, that moisture cause the pump shaft to seize to shaft's bearings. It is also possible for the pump's impeller to break free of the shaft and no longer move water. In any of these cases, the pump will need to be replaced. In the case of a seized pump, the belt probably needs to be replaced as well.
